The Development Research Center of the State Council (DRC) is a comprehensive policy research and consulting institution directly under the State Council, the central government of the People’s Republic of China.

The board of directors of companies that are solely owned by the state in Sweden, Austria and France have different characteristics:

in Sweden, the board’s responsibility is very clear, complying with market principles, emphasizing on directors independence, and with full disclosure;
in Austria, the nomination of directors and management is publicly known with high transparency and emphasizing their professional abilities, the outer director’s role become more and more important;
while in France, board of director is influenced by the government, so there are no clear responsibilities, and board lacks real decision power.

The differing corporate governance practices in these three countries have important illuminations for China.
